The Electricity at Work Regulations 1989

These regulations require that:

  • Electrical equipment is maintained so as to prevent danger

  • Electrical systems are safe for use

Portable appliances fall within this duty. Inspection and testing (including PAT) is the recognised way of showing compliance.

The Health and Safety at Work etc. Act 1974

This Act places a duty on employers and those in control of premises to ensure, so far as reasonably practicable, the health and safety of employees and others.

This includes ensuring that electrical equipment provided for work is safe.

The Management of Health and Safety at Work Regulations 1999

These regulations require risk assessments and appropriate control measures.
PAT testing forms part of a risk-based approach to managing electrical equipment safety.
